GITES-INPUT SUPPLY STRATEGY
Competition In Exports – Security In Supply – Cost Effectiveness

Undersecretariat of Foreign Trade “input supply strategy - gites” work is being carried out by the Ministry of economy. The export-oriented production strategy evaluation board, which carries out this study, has started to establish a sustainable input supply system for exports due to the growth and employment of our country. 

In this framework, the Ministry of Economy, bureaucrats visited SEM Plastik Silivri facilities on 15 August/2011 and received information. During the meeting, our General Manager Yavuz Eroğlu made suggestions after introducing SEM plastic to the authorities.

In many countries (EU, USA, Japan, China), it is aimed to increase productivity and improve competitiveness in exports by ensuring better conditions and continuity in the supply of imported intermediate goods needed by the industry through the “input supply strategy” which has similar results. 

86% of industrial production is provided by imports of intermediate goods. 70.8% of imports realized at 185 billion dollars in 2010 consist of intermediate goods, 15.5% consists of investment goods, 13.3% consists of consumption goods. With this study, it is aimed to minimize risks arising from imbalances in economic markets and uncertainties in supply of imported intermediate goods needed by the industry, to reduce import dependency and to improve competitiveness in exports. 

In this context, input supplies in the machinery and chemical sectors leading to exports of our country are examined in depth, important manufacturers, importers and exporters of these sectors by making face-to-face interviews, the sectors are more familiar, especially the problems faced during the supply stage is obtained. In this way, realistic and more practical policies will be developed by the Ministry of economy especially for these sectors. 

For this purpose, a delegation from the Ministry of economy visited the important companies of the Plastics sector, which constituted an important place under the chemical sector together with pagev, and listened to the problems they experienced in input procurement. First, the committee met with companies in Istanbul ( Firat Plastik , SEM Plastik , Hakan plastik ) and then met with important companies in the Plastics sector in Gaziantep ( Koksan , Naksan , Gulsan, superfilm). After meetings with companies, at the meeting held in Ankara with the participation of Pagev President Mehmet Uysal and Secretary member Heydar Yayla on 26 August 2011, the economy minister Zafer Çağlayan was informed about the current situation and alternative strategies in the Plastics sector. 

Speaking at the meeting, Economy Minister Zafer Caglayan; chemical sector studies, about 30 percent of the sector, chemical sector foreign trade deficit of approximately half of the petrochemical industry is started with said. Within the scope of gites, from oil-refining sector to final products, petrochemical industry has been taken under the lens and in this area our country's largest production facilities have been visited in the mentioned waterfall, world petrochemical demand and world economic growth in spite of the same proportions realized in Turkey, petrochemical demand is growing 2-3 times, he said. In addition, the Turkish chemical industry, petrochemical sector mainly in raw materials is largely dependent on foreign stressed. 

Government policies proposed by the Ministry of economy within the scope of gites studies;  

- Creating Central or sectoral input supply system,

- Develop mechanisms to support private sector input purchasing planning,

- Securing Input Supply Opportunities in interstate agreements,

- Directing Turkish investments abroad to the required input areas,

- Supporting the logistics regulations required for input procurement,

- Reflecting the issue of supply of inputs to regional foreign trade strategies,

- Reflecting the input supply issue to STA and TTA
